The move puts students, universities, and talent mobility at the core of this strategic collaboration. Study in Germany is now possible without even going there.


The India-Germany Comprehensive Roadmap for Higher Education is a result of the two-day visit of German Federal Chancellor Friedrich Merz to India. Friedrich Merz engaged with his Indian counterpart in various deliberations.  An Indo-German Centre of Excellence for Skilling in Renewable Energy also gets a nod. The objective of this centre would be to join employment with strategic sectors.


This initiative will impact Indian students, researchers, and universities. An equal beneficiary will be German institutions with global ambitions. Prime Minister Narendra Modi has invited Germany to open their university campuses in India.

Germany is a preferred destination for Indian students for medical education overseas, with options like MBBS in Germany drawing steady interest.

What is the India-Germany Higher Education Roadmap?

This policy-driven collaboration is a level up from symbolic academic exchanges between both countries. This new roadmap will change the way universities, students, and researchers from both countries interact with each other. It is a new direction in the education arena. 


Prime Minister Modi called on German universities to establish campuses in India in line with the National Education Policy (NEP) 2020.

Indian institutions saw big milestones in THE Rankings 2026. But with only one institute being in the top 100, the rankings also highlighted some bottlenecks. One of them was a lack of internationalisation of Indian institutions.  The roadmap shakes hands with NEP 2020’s push for meaningful internationalisation.

India’s regulatory framework is prepared to host these German universities, from approval to operationalisation, said officials.

Renewable Energy and Skills Collaboration

An Indo-German Centre of Excellence for Skilling in Renewable Energy has also been signed.

The centre will focus on:

  • Training of trainers


Access and Inequality

The adopted roadmap pushes institutions to offer scholarships, fee waivers and education loans. Improved access is at the heart of these. To ensure inclusivity, foreign universities will make provisions of:
