The Odisha State Open University was founded by the Odisha state legislature. It was established in 2015 and is located in Sambalpur District of Odish. It has founded 54 regional centers and study centers in different parts of Odisha using the current infrastructure of government/government-aided colleges and institutions. OSOU  is recognized by UGC, DEB, NCTE, BCI and MCI. The Vice-Chancellor of the University is Dr Srikant Mohapatra and he has also been awarded with IGNOU Gold in 2004 for providing the best services to the students by APJ Abdul Kalam. 

OSOU course fees range between Rs 2,000 to Rs 4,00,000. The University offers various courses to students across multiple streams of Teachers Education, Business & Management Studies, Computer Science, Engineering Science, Paramedical, Agriculture, etc. There are 8 distinct schools that are operational under OSOU. Admission to the courses is based on the eligibility criteria of 10+2 and Graduation.

OSOU offers scholarships to students. Students can avail scholarships under the ‘Prerana Scholarships ’scheme offered on tuition fees based on merit, minorities and economically weaker sections so that the students can complete their education.  The scheme is only for the students belonging to the backward classes such as SC/ST/OBC and not for general category students.
