The NEET PG Counselling Round 3 seat matrix becomes an imperative document as it lists the vacant seats the candidates are competing for. Several media reports highlight that NEET PG seats in recent years have witnessed around 138% hike, which means that there must have been more specialists. But the paradox lies in the numbers. As the number of seats goes up, the number of vacant seats is also going up. To curb this issue, MCC recently revised NEET PG cutoffs. These reduced cutoffs will ensure that the NEET PG Counselling Round 3 will see a larger pool of participants.

What Are Virtual Vacancies in NEET PG Counselling Seat Matrix?
In medical counselling, there are some seats that can be empty but are not empty yet, like potential seats. If a student already got a seat in Round 1 or 2 but he or she are looking for better ones in Round 3, once they get a better seat, they will have to leave the previous one. This previous or old seat then becomes available for someone else. So now this seat is a virtual vacancy.
Why are they called “virtual”?
Because:
- They don’t exist at the start
- They only open up if someone upgrades
- MCC can’t guarantee these seats
So they’re like “expected seats” but not confirmed.
Why does MCC say final availability depends on real-time movement?
Everything happens live during allotment:
- Who upgrades?
- Who doesn’t?
- Which seat gets released?
That’s why MCC reemphasizes the choice-filling process. So round 3 might be high risk, but it will yield high rewards.

Legal Challenge Over NEET PG 2025 Cutoff Reduction
A Public Interest Litigation (PIL) was filed in the Supreme Court regarding the revised NEET PG cutoff percentile. The new eligibility allows candidates with even negative marks to participate in the admission process.
Petition’s Argument
The PIL says:
- This low eligibility norm dilutes the importance of national-lvel exam like NEET PG.
- Academic standards are compromised. The most asked question is, “Can a candidate with a negative score of -40 be a specialist in the future?”
Government’s Stand
The Ministry of Health and Family Welfare defended the move with these arguments:
- The reduction only ensures the participation.
- Ranks remain unchanged.
- The revised cutoff will not guarantee a seat.
- The 18,000 vacant seats can not be filled if the eligibility is not revised.
