NEET 2026 Institutional Quota Eligibility

Some medical institutions follow their own institutional quota rules. These seats may depend on the candidate’s place of schooling or association with the institution. Institutional quota rules differ from the standard state domicile criteria. Candidates should check both conditions before selecting colleges during counselling. Refer to the table below for details on NEET 2026 institutional quota eligibility.

Delhi University

In Lady Hardinge Medical College, University College of Medical Sciences, and Maulana Azad Medical College, 85% of seats are reserved for candidates who completed Class 12 from a recognised school in Delhi. The remaining 15% are filled through the All India Quota.

Aligarh Muslim University

AMU reserves 50% of its seats for candidates who studied in recognised AMU schools during the previous three years. The remaining 50% are filled through All India counselling.

Banaras Hindu University

BHU does not have a state domicile quota for these seats. Eligible candidates from across India can participate through All India counselling.

Faculty of Dentistry, Jamia Millia Islamia

The institution offers 47 seats to All India candidates. Three seats fall under the internal quota for candidates who passed Class 12 from Jamia schools.

GGSIPU Institutions

In VMMC and Safdarjung Hospital, 85% of seats are reserved for candidates who completed Class 12 from Delhi. The remaining 15% are filled through the All India Quota.

What is a Domicile Certificate?

A domicile certificate is a certificate issued by the state government to prove that a candidate is a permanent resident of that state. It is one of the key documents required for claiming admission under 85% State Quota. 

Depending on the state, eligibility may also be based on:

  • Permanent residence
  • Number of years of schooling
  • Parents' domicile
  • Employment of parents in the state
  • Special categories such as defence personnel or government employees

A domicile certificate is not the only method used to determine State Quota eligibility. Some states consider the candidate’s schooling, years of residence, nativity or the employment status of the parents. A candidate may therefore qualify under one condition even when a separate domicile certificate is not required. The exact requirement must be checked in the state’s NEET UG 2026 counselling information bulletin. This clarification is important because states such as Delhi primarily use schooling criteria, while others use residence, parental domicile or government-service conditions.

NEET State Quota Eligibility 2026: State-Wise Domicile Rules

Andhra Pradesh

  • Studied for four consecutive academic years in the local area.
  • Resided in the state for four years before the qualifying examination.
  • Studied in Andhra Pradesh for seven years if they do not qualify as a local candidate.
  • Resided in Andhra Pradesh for seven years even without completing their schooling there.
  • Resided in Andhra Pradesh for at least ten years.
  • The candidate is a child or spouse of an Andhra Pradesh Government, PSU or local-body employee.

Arunachal Pradesh

  • Children of Arunachal Pradesh Scheduled Tribe candidates.
  • Children of non-APST state government employees.
  • Children of All India Services, Central Government or PSU employees posted in the state.
  • Candidates residing in Arunachal Pradesh for at least three years.
  • The candidate must also have passed Class 12 from a recognised school in Arunachal Pradesh.

Assam

Candidates must have studied from Class 7 to Class 12 in Assam. The candidate or either parent should also have been a permanent resident of Assam for at least 20 years. Candidates must fulfil the prescribed medical fitness requirements.

Bihar

  • Permanent residents of Bihar.
  • Registered refugees in Bihar.
  • Bihar Government employees.
  • United Nations employees posted in Bihar.
  • Central Government or PSU employees posted in Bihar.
  • Members of the Bihar cadre before the Bihar–Jharkhand reorganisation.

Chandigarh

  • Studied Classes 10, 11 and 12 in recognised Chandigarh schools.
  • Parents have resided in Chandigarh for at least five years and hold the required Resident Certificate.
  • Parents are Central or State Government employees, or Chandigarh Administration employees, posted in Chandigarh for at least three years.
  • The candidate is a child of serving or retired defence personnel whose permanent address was Chandigarh when they entered service.

Chhattisgarh

  • Candidates born in Chhattisgarh, or 
  • parent is a resident of the state, or 
  • parent is employed by the State/Central Government while residing in Chhattisgarh.

Dadra & Nagar Haveli & Daman & Diu

  • Priority 1: The parent is domiciled in the Union Territory and the candidate studied Classes 9 to 12 there.
  • Priority 2: The parent is domiciled in the Union Territory, irrespective of the candidate’s school board.
  • Priority 3: The parent is a UT, Central Government or PSU employee posted on transfer or deputation for at least five years, and the candidate completed Classes 10 and 12 in the Union Territory.

Delhi

Candidates must have passed Classes 11 and 12 from a recognised school located within the National Capital Territory of Delhi. The qualifying education may be completed through CBSE, CISCE, Jamia Millia Islamia or another recognised equivalent board.

Goa

Candidates must have passed Class 12 from a recognised school or college in Goa. They should ordinarily have resided continuously in Goa for ten years before applying.

Gujarat

  • Candidates must be Indian citizens and hold Gujarat domicile for 85% State Quota seats. They should normally have passed Class 12 from a recognised Gujarat Board, CBSE, ICSE, IB or NIOS institution located in Gujarat.
  • Candidates passing Class 12 from a Jawahar Navodaya Vidyalaya outside Gujarat may qualify under specified conditions. Candidates who studied up to Class 8 in a Gujarat JNV may also be covered. OCI and PIO candidates must submit the prescribed documents.

Haryana

Haryana domicile is mandatory for admission under the 85% State Quota in government medical colleges.

Himachal Pradesh

  • Candidates must be bona fide residents of Himachal Pradesh. Candidates whose parents are posted outside the state may remain eligible.
  • Children of defence personnel, ex-servicemen and paramilitary personnel may receive an exemption from the normal schooling requirements. Non-domicile candidates may apply for eligible management quota seats.

Jammu & Kashmir

  • Candidates must be permanent residents or recognised domicile holders of Jammu and Kashmir. Candidates applying for BDS admission must have passed Class 12 from a recognised institution in Jammu and Kashmir.
  • Candidates applying under Sports, Defence, Poor and Backward Area categories must fulfil the prescribed NEET percentile requirement. PMB category candidates must also satisfy the applicable open-merit conditions.

Jharkhand

The candidate must be an Indian citizen and a permanent local resident of Jharkhand. The applicable local residence certificate must be produced during counselling.

Karnataka

Karnataka domicile candidates may apply for government quota seats. KEA also recognises several eligibility clauses based on schooling, residence and parental employment.

Kerala

  • Keralite candidates.
  • Non-Keralite Category I candidates.
  • Children of Central Government or defence employees posted in Kerala.
  • Children of Kerala Government employees who served in the state for at least two years.
  • Candidates who resided in Kerala for at least five years during the previous 12 years of study.
  • Candidates who studied from Classes 8 to 12 in Kerala.

Madhya Pradesh

MP domicile is required for admission under the State Quota in government medical colleges.

Maharashtra

Candidates should hold Maharashtra domicile or should have resided in Maharashtra for at least ten years. They must also satisfy the educational and document requirements prescribed by the Maharashtra State CET Cell.

Odisha

Government quota seats are primarily reserved for candidates who satisfy the Union Territory residence requirements. Separate eligibility provisions may apply to:

  • Christian community candidates.
  • Telugu minority candidates.
  • Management quota candidates residing in Puducherry.

Punjab

  • Candidates should be bona fide residents of Punjab. They should have studied in Punjab for at least five years or for the two years immediately before the qualifying examination.
  • Separate provisions may apply to children of government employees, defence personnel, ex-servicemen, minority candidates and NRI candidates. If BDS seats remain vacant, candidates outside the state quota may be considered under the applicable rules.

Puducherry

  • Candidates residing in Puducherry and specific minority or,
  • Management quota candidates are eligible as per CENTAC rules.

Rajasthan

  • One parent has resided in Rajasthan for at least ten years.
  • The candidate studied in Rajasthan for at least five years.
  • The candidate is a bona fide resident of Rajasthan.
  • The candidate is a child of a Rajasthan Government employee.
  • The candidate is a child of an All India Services officer serving in Rajasthan for more than three years.
  • The parent works for a government undertaking or local body in Rajasthan for more than three years.
  • The parent is an employee of a state university or education board.
  • The candidate belongs to an eligible defence, paramilitary or other notified service category.

Sikkim

Only candidates holding Sikkim domicile are eligible for the State Quota.

Tamil Nadu

  • Native candidates must submit a valid Tamil Nadu Nativity Certificate. A Residence Certificate cannot be used as a substitute.
  • Native candidates who studied from Classes 6 to 12 in Tamil Nadu must submit their nativity and community certificates. Native candidates who studied partly or fully outside Tamil Nadu must submit their Nativity Certificate and the community certificate of either parent.
  • Non-native candidates who studied continuously from Classes 6 to 12 in Tamil Nadu may apply under the Open Category. They must submit a bona fide certificate from their school.

Telangana

Candidates should have studied in Telangana for four consecutive academic years ending with the year of the qualifying examination. Alternatively, they should have resided in Telangana for four years immediately before the qualifying examination.

Tripura

Candidates should be Indian citizens and permanent residents of Tripura for at least ten years before applying. They should not hold domicile in another state.

The following candidates may also qualify under prescribed conditions:

  • Children of All India Services officers posted outside Tripura.
  • Children of Tripura Government employees posted outside the state.
  • Children of employees on deputation to Tripura or the Central Government for at least three years, where the candidate passed the qualifying examination from Tripura.
  • Wards of eligible ex-servicemen.
  • Children of serving defence personnel from Tripura who satisfy the five-year residence requirement.

Uttar Pradesh

  • Their father is an original resident of Uttar Pradesh and the candidate also resides in the state.
  • The candidate or parent has resided in Uttar Pradesh for at least three years.
  • The candidate is a child of an eligible government employee.
  • The candidate lives abroad but has forefathers belonging to Uttar Pradesh.

Uttarakhand

  • Candidates holding Uttarakhand domicile may qualify after passing Classes 10 and 12 from recognised institutions. Uttarakhand domicile candidates who completed their education outside the state may also be eligible.
  • Non-domicile candidates who passed Classes 10 and 12 from Uttarakhand may apply under the applicable category. However, they may not receive state reservation benefits.

West Bengal

  • The candidate has resided in West Bengal continuously for at least ten years.
  • The candidate has resided in the state for ten years and passed or appeared for Class 12 in 2026.
  • Either parent is a permanent resident of West Bengal and has maintained a permanent home in the state for at least ten years.


Important Note: State Quota rules may include additional conditions related to schooling, parental service, reservation, nativity and document formats. Candidates should verify their eligibility through the official NEET UG 2026 counselling notification issued by the respective state authority. Meeting the NEET qualifying cutoff alone does not guarantee eligibility for every state’s 85% quota. Separate eligibility details for states and Union Territories such as Manipur, Meghalaya, Mizoram, Nagaland, Ladakh, Andaman and Nicobar Islands and Lakshadweep are not included in the table above.

States Where Non-Domicile Candidates Can Apply

The 85% government State Quota is generally limited to candidates who satisfy the concerned state’s domicile, residence or educational requirements. However, non-domicile candidates may apply for certain private, management or open-category seats in some states. Eligibility, fees and reservation benefits differ across states and colleges. Candidates should not assume that permission to register makes them eligible for government State Quota seats.

Examples may include:

  • Karnataka private and open seats.
  • Uttar Pradesh private medical colleges.
  • Management quota seats in Haryana.
  • Certain private institutions in Rajasthan.
  • Management quota seats in Tamil Nadu.
  • Management and minority seats in Puducherry.


Documents Required for State Quota Counselling

Candidates may need the following documents during online registration, verification or college reporting:

  • NEET UG 2026 scorecard.
  • NEET UG 2026 admit card.
  • Class 10 marksheet and passing certificate.
  • Class 12 marksheet and passing certificate.
  • Domicile, nativity or permanent residence certificate.
  • Schooling or study certificate, where required.
  • Transfer Certificate.
  • Migration Certificate, where required.
  • Character Certificate.
  • Category Certificate for SC, ST, OBC or EWS candidates.
  • Non-Creamy Layer Certificate, where applicable.
  • PwD Certificate issued by an authorised centre.
  • Government-issued identity proof.
  • Passport-size photographs.
  • Parent’s domicile or residence proof, where applicable.
  • Parent’s service certificate for government, defence or PSU categories.
  • Local Status Certificate, where applicable.
  • Minority, NRI, defence or ex-servicemen certificate, where applicable.
  • Counselling registration and payment receipt.
  • Provisional allotment letter after seat allotment.
